Spending $28Million

The residents of the City of Prince George have an amazing windfall in the $28 Million dollar payout from the Fortis deal. What to do with it? In my household, money like that is not simply frittered away by putting it into the general budget. Unless we are in dire straights, it is not used to pay off debt. If possible, it is used to buy something we have needed for a long time.
